
We've written about pieces of this before: the transformer-scarcity supply problem on June 4, and the data-center-vs-electricity-bill fight on June 10 — New York's moratorium, Oregon's rate split, PJM's capacity price cap. Neither piece stayed contained. In Coweta County, Georgia, the electricity fight just became a fight over whose land the grid gets to take.
Georgia Power is using eminent domain to run a new 500-kilovolt transmission line through the county, and roughly 300 properties along just one leg of that expansion — the Plant Wansley corridor — are in its path (Georgia Public Broadcasting). Some of those properties will see homes demolished outright; others lose land to permanent easements. A Georgia Power spokesperson told GPB plainly why the line is needed: "80% of the growth that we are seeing in the state of Georgia is data centers."
1. The land fight is the new part — and it's a one-way door
Coverage of data centers fixates on kilowatt-hours, but the mechanism actually displacing housing is zoning and land conversion, and it doesn't reverse. In Columbus, Ohio, farmland once valued around $30,000/acre now exceeds $150,000/acre once rezoned for data-center use (datacenters.com). Near Washington, D.C., Northern Virginia — the highest-concentration data-center market on earth — is short more than 75,000 homes, and data-center site costs there now exceed $8 million per acre, pricing homebuilders out of parcels they'd normally develop (Better Cities Project). Once a parcel is rezoned industrial for a data center, its housing pipeline doesn't come back.
2. Water is the fight nobody's watching yet
A medium-sized data center uses roughly 110 million gallons of water a year — equivalent to about 1,000 households — and a Fayette County, Georgia facility drew over 29 million gallons without authorization during drought conditions, surfacing only after residents complained about low water pressure (Fortune; University of Georgia CAES). Unlike a utility rate case, there's no public docket most residents know to check before the pressure drops.
3. AI is now cutting the line for the same scarce transformers we flagged in June
We told you back on June 4 that large power transformers were the hidden bottleneck deciding which subdivisions actually get built — running roughly 128 weeks then, with a tracked prediction not due for checkpoint until September 30, 2026. That number hasn't gotten better; it's gotten worse, and it's gotten a new cause. ERCOT is now tracking more than 438 gigawatts of large-load interconnection requests — nearly 90% of it data centers — against a queue system built for 40 to 50 projects total, not thousands (Latitude Media). Texas regulators approved an initial "Batch Zero" review process on June 18, 2026, with applicants notified in August 2026 and a final transmission plan not expected until fall 2027 (Utility Dive). Substation transformer lead times have kept climbing since our June 4 piece, now exceeding 160 weeks (Construction Dive). The genuinely new part isn't that transformers are scarce — we already told you that. It's that a homebuilder and a hyperscaler now compete for the literal same units in the literal same queue, and the hyperscaler files first, with more lawyers.
4. The rate-class fight we already flagged just kept scaling
As of mid-2026, 23 states had approved at least one separate large-load utility rate class for data centers and seven more had one pending — Virginia, Pennsylvania, and Ohio have joined New York and Oregon since June, each shifting more infrastructure cost onto data centers and away from residential ratepayers, though residents in Virginia still absorb 55% of Dominion Energy's $8 billion buildout under the SCC's own approved case (Inside Climate News; American Action Forum). 5. If you operate or invest, here's your layer
Before you underwrite land in any metro named a data-center "next stop" (Columbus, Phoenix, Reno, Las Vegas, Hillsboro), pull the county's interconnection queue position and water-permit status, not just its zoning map — a residential parcel next to a proposed large-load customer can lose its utility-hookup timeline priority even if its own zoning never changes. If you're a small builder, get your project's utility application filed and dated now; Texas's "Batch Zero" experience shows queue position is becoming the scarce asset, not the land itself. If you're buying in Northern Virginia, metro Atlanta, or central Ohio, ask your utility directly whether it's already filed for a separate large-load rate class — it tells you whether your future bill increases are capped away from data centers or blended in with them.
6. The signal you can watch
Watch Indianapolis, where a City-County Council committee advanced a data-center moratorium with a full council vote scheduled for August 10, 2026 (WFYI). Watch Georgia's legislature, which reconvenes in January 2027 and will face renewed pressure after the Coweta/Fayette fights. And watch ERCOT's Batch Zero notifications, due out in August 2026 — the first real evidence of whether Texas homebuilders start losing specific projects to queue position, not just paying more for power.
The Prediction — scoreable by July 2027
The call: By July 2027, at least three additional U.S. counties or metros will report homebuilders publicly attributing new-subdivision construction delays of six months or longer directly to grid-interconnection queue backlogs created by data-center large-load requests — a distinct, documented instance of AI infrastructure delaying housing supply, not just raising its operating cost.
First checkpoint (~180 days, mid-January 2027): Check whether ERCOT's August 2026 Batch Zero notifications have surfaced any homebuilder complaints in Texas trade press, and whether Northern Virginia's Loudoun/Prince William county planning records show any subdivision permits stalled specifically on utility energization dates.
Baseline: As of mid-2026, ERCOT's large-load interconnection queue exceeds 438 GW (queue system built for 40-50 projects); Northern Virginia is short 75,000+ homes with data-center land costs above $8M/acre; substation transformer lead times have risen to 160+ weeks, up from the ~128 weeks we cited in our June 4 edition.
